Intelligence has surfaced that a rogue Section 31 agent—part of the same conspiracy that caused the recent time anomalies—has infiltrated the highest levels of Starfleet Command. This agent is attempting to manipulate critical decisions, potentially influencing future timelines and destabilizing Federation operations.

A specialized task force is urgently needed to investigate, neutralize the threat, and secure Starfleet’s leadership before irreversible damage is done. With the bulk of the Task Force Guardian scattered across the quadrant, this mission falls to key personnel at Starfleet Command and a skeleton crew stationed at Starbase 113.

E1 "Shadows of the Empire"

The USS Halo, having just enjoyed a much-needed shore leave on Risa, is en route to Starbase 113 for routine resupply. However, as they engage the warp drive, an unexpected malfunction in the warp core sends the ship careening through space, only to emerge in the heart of the Terran Empire Universe—a brutal mirror of their own.
Realizing where they are, the crew quickly understands the danger they face. In this universe, survival hinges on their ability to seamlessly assume the roles of their ruthless and power-hungry Terran counterparts. Every officer aboard the USS Halo must now embody their alternate selves, from the ambitious and cutthroat captain to the manipulative and opportunistic crew members.
With no time to waste, they scramble to modify the ship's systems and update their appearance to reflect the more militaristic and authoritarian nature of the Terran Empire. Every communication with other vessels or Terran authorities could expose them. Any hesitation or sign of compassion could be fatal, as the Terran Empire values strength and ruthlessness above all else.
The crew is forced to make difficult choices, suppressing their Federation ideals and adopting the merciless behavior expected in this universe. Command decisions take on a darker tone, and even casual interactions between crew members must reflect their twisted counterparts' suspicious and ambitious natures. Under the pressure of maintaining this facade, trust and unity among the crew begin to fray.
While struggling to keep up the charade, the Halo’s engineers work tirelessly to repair the damaged warp core, which is their only hope of returning home. But each encounter with the Terran Empire—whether through dangerous diplomatic engagements or brutal military tactics—brings them closer to exposure. With every passing moment, the line between who they are and the brutal personas they must portray blurs.
As the crew walks this precarious path, they must balance playing their darker, alternate selves convincingly enough to survive, while secretly working to find a way back to their own universe. Failure to play their roles perfectly could not only trap them in the Terran Empire forever but lead to their ship's destruction.

E2 "Echoes of the Past"

While the USS Halo is still in the Terran Empire universe, a rogue Section 31 agent seizes the opportunity to alter the timeline. This agent, operating with unknown motives, travels back in time and begins manipulating key events. Unaware of these actions, the USS Halo and the USS Voyager crews return to their home universe only to be struck by a temporal anomaly that sends them six years into the past.
Now scattered across the quadrant, each member of the Halo and Voyager crews finds themselves back in their former assignments, just as they were before joining their respective ships. Some are on different starships, others in various posts across Starfleet, and none are aware of what has happened—at first. Memories of their time on the Halo and Voyager begin to surface, and they start to piece together that this is not a simple case of time travel but a result of deliberate interference.
Commodore Janeway and Admiral Townsend, both stationed at Starbase 113, quickly realize that the rogue Section 31 agent is responsible. The agent’s tampering with the timeline has not only displaced their crews but is also destabilizing Starfleet’s history. The two must now act swiftly to bring their scattered crew members back together, facing challenges as their officers are now separated by vast distances and assigned to different missions.
As Janeway and Townsend investigate, they uncover that this manipulation could ripple across the Federation, causing changes to key events that could have disastrous consequences. To prevent the collapse of the timeline, they must go back in time themselves, stop the rogue Section 31 agent before the temporal damage becomes irreversible, and restore the proper flow of events.

E3 "Fractured Timelines"

Following the chaotic events of the rogue Section 31 agent and the crew’s displacement in time, Commodore Janeway and Admiral Townsend have managed to bring most of the USS Halo and USS Voyager crews back together. However, the temporal distortion caused by the rogue agent’s interference has left deep fractures in the timeline, and the crew begins to experience strange phenomena—echoes of alternate realities that threaten to collapse into one another.

As the crews work to stabilize their present, they discover that the rogue Section 31 agent left behind temporal "anchors" across key points in the quadrant. These anchors are fragments of different timelines the agent was attempting to manipulate, and they are causing rifts that distort both space and time. These disruptions manifest as sudden, disjointed shifts, with the crews temporarily finding themselves in alternate versions of their lives—moments that seem real but are not.

While the Halo and Voyager attempt to locate and neutralize these temporal anchors, the crew faces disorienting challenges. Some crew members experience visions of alternate futures where they never served aboard the Halo or Voyager. Others are temporarily thrust into parallel lives, forcing them to confront the consequences of choices they might have made differently.

In a race against time, Janeway and Townsend must lead their teams to track down and neutralize each anchor before the timeline fractures irreparably. Complicating matters is the fact that one anchor is embedded deep within an unstable star system. The crew must act fast, risking everything to repair the damage before all of reality is torn apart.

As the crew settles back into Starbase 113, new evidence comes to light: one of the rogue agents has been operating from within the base itself. Suspicion falls on key personnel stationed at the starbase, and Janeway and Townsend must discreetly investigate without alerting the saboteur, who could be watching their every move.

Complicating matters further, Starbase 113 is preparing to host high-level peace talks between the Federation and the Romulan Republic. These talks are crucial for maintaining stability in the region, and any disruption could reignite tensions, potentially leading to conflict. Knowing that the rogue Section 31 agents thrive in chaos, Janeway and Townsend suspect that the talks are the perfect target for their next act of sabotage.

As the USS Halo and USS Voyager crews work covertly to identify the rogue agents within Starbase 113, the peace conference begins. Tensions run high, as both Romulan and Federation delegates arrive with a history of mistrust. The base is put on high alert, with extra security measures, but the crew knows that the threat could already be inside the heart of their home.

The investigation leads the crew down a winding path of hidden communications, intercepted messages, and cryptic encounters with Romulan operatives. Janeway and Townsend must navigate the complex political landscape, balancing diplomacy with their covert mission to stop Section 31 from sabotaging the peace talks.

During the investigation, evidence emerges that not only is there a rogue Section 31 agent onboard, but multiple agents are spread throughout the diplomatic attendees, disguised as Federation personnel. With each passing moment, the threat grows more imminent, and Starbase 113 is at risk of becoming ground zero for a catastrophic event that could destabilize the entire quadrant.

Just as the talks near their climax, an explosion rocks the lower levels of Starbase 113. Security forces scramble to contain the damage while the Halo and Voyager teams race against time to stop the rogue agents from unleashing further chaos. The situation spirals out of control as Romulan officials begin to suspect Federation sabotage, and tensions rise to the breaking point.

In a daring final act, Janeway and Townsend lead a strike team into the heart of the starbase to capture the rogue Section 31 agents before they can carry out their final phase of sabotage—disabling the base's primary defensive systems and leaving it vulnerable to Romulan retaliation. As the crew works to stop the agents, they uncover a chilling revelation: Starbase 113 was not just a target, but a strategic hub for Section 31's covert operations, hidden right under their noses.


E5 "Shadows Within"

After uncovering Section 31 sleeper agents aboard Starbase 113, Commodore Janeway and Admiral Townsend receive intelligence that points to an even more dangerous operative: the 14th Rogue, a high-ranking Section 31 agent embedded within Starfleet Command HQ on Earth. This rogue agent has been orchestrating covert missions to destabilize Starfleet from the inside, and now the Halo and Voyager crews must stop the agent before they enact their next plan.

Upon arriving at Starfleet Command HQ, they discover signs of sabotage—compromised communications and suspicious behavior from key personnel suggest the 14th Rogue has already begun their final phase. John Fitzgerald, the Halo’s tactical officer, leads a team to conduct a covert investigation within Command, following leads that point to encrypted Section 31 transmissions. The team uncovers a plot to seize control of a powerful prototype starship under development at Utopia Planitia.

As tensions rise, Admiral Townsend leads a strike team to neutralize the 14th Rogue, while Commodore Janeway coordinates the efforts to stop the launch of the prototype ship. But with officers compromised and alliances unclear, the crew must tread carefully. Every step of the mission is filled with danger as they face off against loyal Section 31 agents hidden within the highest ranks of Starfleet.

E6 "The Stolen Star"

With the 14th Rogue apprehended, the crews of the USS Halo and USS Voyager learn the disturbing truth: the stolen prototype starship is none other than the USS Protostar, a vessel equipped with experimental technology that makes it uniquely capable of high-speed travel and tactical superiority. Designed for advanced missions deep in uncharted space, the Protostar’s stolen capabilities now pose a serious threat in the hands of Section 31 operatives.

While Admiral Townsend and Commodore Janeway begin interrogating the captured 14th Rogue at Starfleet Command, their suspicions grow that Section 31’s ultimate plan involves using the Protostar’s advanced drive to access classified Starfleet locations or territories deep within enemy space. Worse, the ship's Protostar Drive could be weaponized to jump across Federation borders undetected.

The crews of the Halo and Voyager must now track down the Protostar, which is en route to an unknown destination. Paul Sleeford, the Halo’s First Officer, assembles a team to analyze the encrypted data left behind by the rogue agent, seeking clues to the Protostar’s next move. As they decrypt the data, it becomes clear that the ship is headed toward a strategically sensitive area near Romulan space, where Section 31 plans to provoke a conflict by posing as a Federation vessel on a secret mission.

With time running out, Janeway and Townsend lead a daring mission to intercept the Protostar before it crosses into Romulan territory. As they close in, they face the challenge of outmaneuvering the Protostar’s advanced drive systems and defensive capabilities. A thrilling chase ensues through deep space, with the Halo and Voyager working in tandem to disable the Protostar without causing a catastrophic incident.

Objective:
The objective of this mission is to evaluate the cadets' or officers' decision-making abilities, leadership skills, and responses under no-win scenarios.

Setup
Simulation Environment:

Space near the Neutral Zone.
The USS Halo (or designated starship) is on a routine patrol when it receives a distress call from the civilian freighter Kobayashi Maru.

Distress Call Details:

Kobayashi Maru is adrift in the Neutral Zone, having struck a gravitic mine.
Hull integrity is failing, life support is critical, and over 300 civilians are aboard.
Complication:

Entering the Neutral Zone to rescue the freighter violates the treaty with the opposing force (e.g., the Klingons).
Staying outside the Neutral Zone ensures the destruction of the Kobayashi Maru and loss of civilian lives.

Phases of the Mission

Phase 1: Decision Point

The commanding officer must decide whether to:
Cross into the Neutral Zone and risk starting a conflict.
Abandon the freighter and adhere to treaty law.
Attempt alternative solutions (e.g., remote assistance or negotiation).

Phase 2: Engagement

If the Neutral Zone is entered:

A hostile fleet (e.g., Klingons or Romulans) decloaks and engages the ship.
The hostile forces outnumber and outgun the USS Halo.
The simulation forces the crew into increasingly impossible combat situations.
If the Neutral Zone is avoided:

The Kobayashi Maru is destroyed.
The simulation ends with the crew witnessing the loss of life.
If an alternative solution is attempted:
